Goals

  • A Centralized CSU+ Shutdown Switch? - Even though all campuses thought they had shut off CSU+ at the institution level, some configurations were still allowing borrowing requests to be placed. And if you have an ASRS, even if your institution is correctly set to non-borrowing and non-lending, these CSU+ request can still fall on ASRS items, causing the machines to do pick requests. Maybe it would be better for any future state-wide emergencies if there was a full and complete shutoff that could be deployed centrally to all campuses. Mallory will discuss background and possible solutions for more centralized CSU+ controls.

  • Turning CSU+ Back On? - At SF State they put together a task force to plan for re-opening the library and how to operate safely afterward. Such things as quarantining books for 5 days after being returned has been discussed as a serious plan. Joe A was asked if ULMS governance was working on plans for re-starting CSU+ and what that would be like. Reopening has not been discussed at the ULMS Steering Commitee level except that RSFC was told to expect a lot of courtesy returns. But outside of that, should we be working on recommendations on how to do resource sharing (CSU+ and ILLiad) if book quarantines and other such prophylactic measures are on the table? Or should something like this be left to ULMS Steering Committee to get directives from COLD ? Or should it be left to each campus library’s admin (same people as COLD but on a campus by campus level? - Group discussion about what starting CSU+ again may look like.

  • Confluence Updates: Natalya made some new confluence content. She will show off her work and solicit feedback.

  • CSU+ You:): More discussion and planning for tomorrow’s publicity and recruitment show. What about the idea of sub-RSFC task forces that anyone can join? Do we still want to advertise this idea? Anything else we want for the show?

  • Any old or new business RSFC members want to discuss: If you have something, feel free to type it in here before the meeting. Or just bring the item to the meeting and we can make time for it.

When CSU+ was rolled out it was set up for local controls. Mallory had to take a break and will be back later.

Natalya fills in. She shows off new documentation added to Confluence for Borrowing and Lending instructions. Should we do screenshots? Mallory says an update to Resource Sharing queues is coming down the pipeline so no screen shots now.

Centralized CSU+ contorls? pt 2.

At implementation, setup was done to give more power to each institution over controls and to avoid some weird situations. But this prevents central management of many setting that might be helpful. Hold requests that get converted to RS requests go around non-borrowing rules. In light of Corona virus, would it be desirable for better central contorls to turn off CSU+ and turn it back on through the Network Zone. But this is tricky because local institutions have controls to override Network Zone settings in any case. But what are the fundamental pieces of how CSU+ works and what can be turned off? Maybe replaceing NZ rota with a blank rota for shutdown. Maybe something with locate profiles? How about Sending Borrowing Request Rules. Rota won’t work so well for people doing ILLiad as last resort. Should RSFC Chair have powers in the Network Zone for centralized changes? Partner configurations may be another NZ vector that could work.

If we don’t offer something, someone else will fill it in, and that person may not be an RS expert. So maybe we should write up recommendations. Lots of questions about quarantining books. https://www.ifla.org/covid-19-and-libraries#safe

So maybe we need to contact Steering Committee and have them take concerns to COLD. Find out who is creating guidelines and how to give our input/feedback.

Discussion of reserves and controlled digital lending in context.
