Background
From time to time, a CSU campus identifies a collection of freely available electronic resources that might be useful for the entire CSU but are not available through Alma portfolios or Community Zone records. These resources would be made discoverable through bulk loading MARC records into Alma or XML records into Primo either manually or through an automated process such as OAI-PMH.Â
Currently, no process exists governing responsibility for loading and maintaining such collections. In addition, while subscription content is evaluated by the Shared Resources and Digital Committee or by the Council of Library Deans, there is no mechanism in place to judge whether a collection defined by an individual is of interest to other campuses and therefore should be made available to all. This mechanism is important for defining responsibility for maintaining access to the resources in question, weighing the additional cost of adding bibliographic records to the ULMS, and helping to maintain focused collections useful to the majority of our patrons.
It would therefore be advisable to have an intake policy for such collections that evaluates whether enough interest in the collection's contents exists among the CSU libraries to warrant inclusion in the Network Zone.
Policy Statement
Requests for collections of electronic resources that are 1) freely available and 2) not available in the Community Zone or through Alma portfolios should be delivered by the requesting campus to SDRC for evaluation. SDRC should evaluate the request using their own process for measuring impact and systemwide interest of such collections to the CSU libraries and communicate their decision to the ULMS Director. The responsibility of configuring, loading and maintaining collection records will be managed by the Director with assistance by CO and campus staff as appropriate. Â

Procedures in Alma
Procedures relevant to these collections are likely to be unique to the collection in question. Records belonging to these collections will be subject to all cataloging and ERM-related policies currently in place that ensure sufficient data quality for discoverability and indexing.
