Decision 1:

Should we harvest at all?

    a. Overlap with catalog, esp. theses

        p: could make IR the sole source

        n: OCLC issues?

        : Can we match and de-dupe?

    b. Appropriateness of content for research

        a. special collections could choke out certain searches

        b. institutional papers not really for research

    c. Can use 'sets' to harvest only appropriate collections

Decision 2:

Where should it be harvested?

    a. Into Primo itself

        p: more control

        n: more work, less reach

    b. Into Primo Central

        p: greater reach, less work

        n: less control

If a: Normalization rule

    a. Concern here mostly focused on format designation

        i. is there other wonky data we need to account for?

        ii. if so, maybe can be better addressed on IR side?
