CRSP: COLD Resource Sharing & Preservation Task Force (2015-2017)
Background and rationale: CSU libraries depend heavily on regional and global resource sharing to provide access to the full range of resources needed by our students and faculty. We are active participants not only in OCLC but also Rapid ILL and Borrow Direct networks such as Link+ and the Circuit. The Chancellor’s Office invests central resources to support resource sharing. However there has been no COLD advisory committee to help prioritize and direct these investments strategically.
A related issue is that, with the exception of our special collections and archives, CSU libraries are not libraries of record. However, our libraries share with all other libraries a concern for the preservation of both digital and print information resources. This is especially true for unique resources held by our libraries. But it is also true that we have a stake in assuring that third-party information resources remain accessible and usable over the long term, despite economic and / or technological instability.
Scope: The COLD Resource Sharing and Preservation Task Force (CRSP) will be responsible for providing advice and direction to COLD on resource sharing, print preservation and management, and digital preservation; and will liaise with the I-SPIE community of practice on matters related to resource sharing:
Resource Sharing: CRSP will provide direction and coordination on choices and strategies related to resource sharing, both within the CSU, and beyond the CSU through resource sharing networks. This includes consideration of resource sharing memberships, technologies, and strategies. Both digital and print resource sharing are within this scope.
Print Preservation and Management: CRSP will also provide direction and coordination of print preservation and management strategies and policies that support our goal to open up core campus spaces for learning, ensure efficient use of state resources without compromising student and scholar access to information; and assure “long-lived” collections in the library ecosystem.
Digital Preservation: Because print and digital preservation and management are tightly integrated strategies, the Task Force will also work with STIM to provide COLD with direction on digital preservation choices (for both uniquely held digital resources and third party digital resources). These issues have traditionally been handled locally, but there is a growing common need for these services and an understanding of budget implications and priorities.
Charge, Term, and Responsibilities of CRSP: CRSP is tasked by the COLD Executive Committee, which is also responsible for identifying membership and for reviewing budget proposals and annual goals.
The Task Force will be charged for two years (July 2015 through June 2017), after which COLD will determine whether the Task Force will evolve into a standing committee.
In 2015-2016 the Task Force is asked to:
(1) Advise COLD on whether to recommend and fund universal adoption of Rapid ILL.
(2) Advise COLD on whether to recommend and fund consortial membership in WEST.
(3) Advise COLD on whether to continue the CO subsidy for Get it Now.
(4) Advise the ULMS implementation and governance committees as needed on implementation issues related to resource sharing.
(5) Advise EAR on best practices for licensing resources to support resource sharing within and beyond the CSU system.
(6) Coordinate development and submission of 2016-2017 budget requests in support of system-wide resource sharing / ILL including resource sharing within and also beyond the CSU system.
(7) Coordinate development and submission of 2016-2017 budget requests in support of preservation strategies for both print and digital collections. Recommended systems and services may include software, hardware, memberships, and third-party services.
Specific deliverables and dates, and changes in this initial list of responsibilities, will be negotiated with COLD Executive Committee.
In conducting this work, the Task Force will liaise and collaborate with the Chancellor’s Office and ULMS teams; with EAR, STIM, I-SPIE, and other CSU libraries communities of practice as appropriate, on issues related to resource sharing and preservation.
Should the Task Force become a standing committee in the future, a reporting relationship between I-SPIE and CRSP will be considered.
Membership:
- Chair: COLD member or alternate (e.g. associate dean, interim dean, senior staff member)
- Members: up to six other staff, representing experience across the CSU system in areas within scope of the Task Force, including:
- resource sharing and ILL
- print collections management and preservation
- digital preservation
