Procedures for NZ Opt-in e-Resources Scenario #4

Reviewed and Revised by ERM Committee

Network Zone (NZ) Opt-in Scenario 4:

CO Process in the NZ: (libraries skip this process)

This scenario is for the Opt-in resource that has a negotiated price that includes more than one collection in that subscription price.  Also, there are other libraries that subscribe to the one resource without subscribing to the second resource.  This requires activating the "master" collection twice in the NZ.  This can be used for the combined Academic Search Complete and Business Source Complete subscription.

The activation in the NZ will mean that there will be more than one collection for a specific database.

Example: EBSCOhost Academic Search Complete(ASC)–only subscription for Libraries A, B & C and a combined Academic Search Complete(ASC) and Business Source Complete(BSC) negotiated price for libraries H, I, J & K

Create a negotiated license for the single resource subscription (ASC-only) libraries and create a negotiated license for the combined resource subscription (ASC/BSC combined).

Order the single-subscription resource (ASC) and add the negotiated license.  Libraries A, B & C will appear as "Available For" in the NZ and will have a PO for the single-resource subscription (ASC-only subscription).

Then, from the CZ, activate the resource again (ASC) and order the second copy of the resource and attach the negotiated license for the combined collection subscription (ASC/BSC).  Libraries H, I, J & K will be set up to share "Master" collection in the NZ and will have a separate order.

Then attach the POL and negotiated license for the combined subscription (ASC/BSC) to the second resource (BSC) included in the subscription price.

 In the library instance:

Order the e-collection that is available to the subscribed library which will then use the negotiated license with the cost of the subscription.

If it is the single-resource subscription, order the appropriate collection from the NZ.

If the library subscribes to the combined collection for a single cost, order the "master" collection (ASC) of the combined collections (ASC/BSC).  Then do a Technical Order with zero cost for second collection (BSC) and attach the master POL to the Technical Order so the library is not charged twice for single subscription.

Note: Use SDLC Subscription Log file (current FY) to determine what is the "master" collection of the combined resource subscription.  In the EBSCOhost example, use Academic Search as the Master collection and then other resources are included with that subscription for a single cost.

This scenario can also be for IEEE in the library instance.  Model 3, scenario #3 can also be used for IEEE.  Same for OmniFile, the library can either use scenario #3 or #4 but a Master collection will need to be picked for scenario #4.  In the IEEE instance, use IEEE/IET Electronic Library (IEL) Journals as the master collection.  In OmniFile, use OmniFile as the master collection.
