Separate degree type from degree level

REVIEW = Change has been approved by MWG but awaiting notification and review by DRC and project managers before implementation.
PLANNING = Change has been approved and reviewed, but requires planning by the CO before it can be implemented.
DEVELOPMENT = Change requires some additional programming before it can be implemented.
TESTING = Change is in place for testing on demo system.
COMPLETE = Change is in place on production system.
