This scenario is for the Opt-in resource that has a negotiated price that includes more than one collection in that subscription price. Also there are other libraries that subscribe to the one resource without subscribing to the second resource. This requires activating the "master" collection twice ni the NZ. This can be used for the combined Academic Search Complete and Business Source Complete subscription.
The activation in the NZ will mean that there will be more than one collection for a specific database.
