This scenario is for the Opt-in resource that has a negotiated price that includes more than one collection in that subscription price.  Also there are other libraries that subscribe to the one resource without subscribing to the second resource.  This requires activating the "master" collection twice ni the NZ.

The activation in the NZ will mean that there will be more than one collection for a specific database.

Order the single-subscription resource (ASC) and add the negotiated license.  Libraries A, B & C will appear as "Available For" in the NZ and will have a PO for the single-resource subscription (ASC-only subscription).

Then, from the CZ, order activate the resource again (ASC) and order the second copy of the resource and attach the negotiated license for the combined collection subscription (ASC/BSC).  Libraries H, I, J & K will be set up to share "Master" collection in the NZ and will have a separate order.

If the library subscribes to the combined collection for a single cost, order the "master" collection (ASC) of the combined collections (ASC/BSC).  Then do a Technical Order with zero cost for second collection (BSC) and attach the master POL to the Technical Order so the library is not charged twice for single subscription.
