Background

Once approved by COLD, the system wide CSU+ policies help our libraries maintain a consistent level of customer service, cooperation between colleagues, and protection for our library collections.

Media Lending: CSU Libraries agree to exchange Media Items through CSU+. Media items must be shipped in a appropriately sized box to prevent damage during shipping.

Overdue fines: CSU libraries should not charge overdue fines for resource sharing

  • An overdue notice will be emailed 3 days after the due date informing the patron that a replacement fee of $90 will be charged 14 days after the book was due
  • After 14 days the patron is billed and blocked from using library checkout (all circulation of local and non-local materials)
  • If the item is returned, the replacement fee will be removed
  • Local campus can override for local materials if they choose to do so

Competing Needs. Items may be checked out to patrons at the owning site even if a CSU Peer- to-Peer Borrowing request has been received, but the book has yet to be removed from the shelf




Reimbursement for lost books. Patron pays to his/her home library, not to the library that owned the book. COLD requests a report on replacement fees charged by the end of June 2018 to verify that this policy does not introduce inequities. 




Replacement Fee. A replacement fee of the cost of an item + $15 or an approved replacement copy will be accepted for all lost Peer-to-Peer Resource Sharing items

  • Replacement copies will be approved by the owning library
  • A campus can implement a blanket "no replacement copy" for their own materials if they choose to do so.

Replacement Fee:

  • Lost items are charged a $90 flat rate replacement fee with the option of an acceptable replacement copy at the discretion of the lending library.
  • If the book is returned the fee is waived.
  • If the patron would like to furnish a replacement copy the borrowing library should send a link to the lending library to the online retailer where the book will be purchased. The lending library must approve the replacement copy before it is purchased. The lending library may specify that the book must be in good condition, like new, new, or that they will not accept any replacement copies for the item.

Holds and Recalls. COLD recommends that all CSU libraries stop placing holds and recalls on checked out items

Course Reserves. Books and other original source material may not be requested for course reserves at another library 




Visiting Patron. We recommend that all campuses participate in Visiting Patron with data sharing between campuses

  • Visiting patrons use RS peer-to-peer loan rules, not the local loan rules of the campus that they are visiting
  • Data shared can be minimal: patron name, email address, barcode, and address



Fulfillment response/turnaround time. The lending library will ship items within one business day (Monday - Friday) where the Resource Sharing department is open





Consortia Bags: Courier bags are owned by the system and not individual libraries. Courier bags are not labeled by campus so they can be used to send items between any campus. Labeled bags from previous systems may be used as backup if the red CSU+ bags run out.

ILLiad NCIP: Each campus can uses the NCIP integration with ILLiad and Alma at their discretion. The NCIP will not work with Tipasa when/after ILLiad is replaced.
