Open Library & Controlled Digital Lending

@David Walker @John Wenzler

Referred to us from the Scholarly Communications Committee and Kevin Cloud:

“I just wanted to report a topic that came up during the ScholComm meeting today regarding the possibility to include Open Library collections within Alma/Primo. Mark Bilby has information on this as the Open Library folks seemed interested in integrations. The proposal is a Open Library partnership pilot to serve campus preferential collections from the Open Library in our collections.

The discussion seemed to focus on whether this should go to EAR or to ULMS Discovery. I think discovery was pinged for the technical piece, where Patrick and others expressed interest in seeing first whether it could be done. The Open Library API docs are here, for reference : https://openlibrary.org/dev/docs/restful_api. Afterward, I think the idea expressed from Patrick was to move the proposal to EAR for decision making.

I wanted to bring this to your attention, and happy to follow up with what information I can.”

Background Info from John

Open Library is an Internet Archive (IR) Project: https://openlibrary.org/ They use Controlled Digital Lending (CDL) (See: https://controlleddigitallending.org/ ) to lend digital copies of books under copyright to patrons. The legality of CDL is still not clear.

This is the integration that the IR proposed to East Bay after I had a meeting with them. I haven’t followed up on this yet:

“It is with great pleasure that I welcome CSU East Bay Library to the
Open Libraries program!  We are excited about the possibilities and look
forward to helping you provide digital access to the materials in your
physical collection.

To get started we need an export of your MARC records (in either MARC
binary or MARCXML format), which our engineers will analyze and compare
to our digital holdings.  We'll be able to return a list of all your
physical books for which we have a digital copy, including the URL to
the book that you can incorporate back into your catalog.

Please feel free to connect me with the appropriate person in your
systems/catalog office to gather the file, and also ask follow up
questions at will.  My best,”

Policies, Procedures, Best Practices

COLD is fine with our definitions. Let’s use them in committee proposals forwarded to the Steering Committee going forward. https://docs.google.com/document/d/1NxqyEhIZo32gukwOgv9gYEjzFgBxlZ7Q_vghoUhSc3c/edit

Where do we want to post it.

Reports

Analytics & Assessment

Here are topics from our recent meeting:

  • Alma now supports COUNTER5 with the January release. There are new separate analytics reports in the shared/Alma directory. The group is reviewing these and revising best practice recommendations. There will be a Tech Services Open Forum soon.

  • The group discussed ExL's "New Developments in Alma Analytics" December presentation which covered enhancements over the last several months: handling of OCLC#'s has been substantially improved; a new dimension, "Title (complete)" includes all relevant subfields; reporting on non-transactional POLs (e.g., gifts, exchange, etc.) is now supported in the Funds Expenditure Subject Area along with new fund transaction measures; & a new calendar tool has been added to date measures in all SAs.

  • The group is reviewing documentation for the move to OBIEE 12 in the March release.

  • The inability to use the "Available for Group members" dimension in the NZ is still unresolved. However, it's possible to report on NZ inventory from the IZ using the 'Details for Consortia' measures.
