We would like the replacement cost to be the same for the CSU Resource Sharing, which has been recommended to be $115.00 ($100.00 Replacement Cost plus $15.00 Billing Fee)","Policy Title: Eliminate Daily Accruing Fines for Main Collection Items Policy Background: Studies have shown that daily accruing fines do not ensure the timely return of Library material, but sending a billing notice for the replacement cost does. Unlike replacement fines, CSU Libraries do not keep revenue generated by overdue fines. Also, 77% of Campuses that responded to a financial policy study reported that they would be in favor of removing daily accruing fines from main collection items. Policy Statement: Removing daily accruing fines for main collection items would cut down on staff time collecting fines and dealing with fine disputes. The amount collected in overdue fines does not outweigh the cost of staff time required to manage issues generated by fine assessment, and the Libraries lose a great deal of goodwill by fining students.","Policy Title: One year loan for Faculty/Staff Policy Statement:The loan period of 1 year more adequately meets the needs of research faculty and better accommodates those on sabbatical and instructors who teach only one semester out of the Academic year. Faculty typically require library material longer than a single semester and unnecessarily burden staff when they contact the Library to facilitate renewal of overdue material. This takes extra staff time and is not always convenient for the Faculty. The proposed change in policy formalizes what is a common occurrence without the additional steps, delay and extra work. Currently faculty and staff have different loan periods on some CSU campuses, though there are staff who are also involved in research and some who are teaching faculty. We suggest making the loan periods the same for all staff and faculty members for a more equitable policy and to better serve the needs of all CSU employees.","Policy Title: Semester Long Loan period for Students Policy Statement: For Campuses on Semester System: 16 week total checkout (8 weeks with 1 auto renewal) For Campuses on Quarter System: 12 week total checkout (6 weeks with 1 auto renewal) A semester long loan period facilitates the needs of students who require library materials for research and study. Undergraduate students often require items for semester long research projects and Graduate students generally require research material throughout a semester and often have multiple items checked out concurrently. The automatic renewal will carry the loan period to the end of a semester and relieve staff of having to deal with issues relating to unsuccessful renewal attempts. Students will no longer have to remember to renew their material mid-semester. Checked out items can be requested through Resource Sharing. Longer loan periods also mean more items are off of the shelves, meaning there is more shelf space available for newer items. We understand that some campuses may have more generous loan periods, and for those campuses that do, we are not recommending you limit access.","Policy Title: Unified Discovery Name (OneSearch) Policy Statement: This proposal requests that COLD consider the adoption of a unified discovery system name. This proposal is based on a survey taken of all 23 campuses. Policy Suggestion: The CSU system should adopt the name OneSearch as a unified name for the Discovery Service. This name will be applied across all of the 23 campuses. Best Practice Recommendation: Action TakenThe Discovery Working group was commissioned to create a survey to determine the interest in adopting a unified name across the system. The group petitioned those on the discovery listserv for potential name suggestions to include in the survey. The decision was made to include the options, OneSearch, Library Search, AllSearch, and Primo. The survey also provided a way for respondents to suggest names of their own. The survey was distributed on the listserv and responses were gathered in July 2016. FindingsThe results of the survey showed that of the 21 campuses that responded, 14 responded positively to the adoption of a unified name, while two campuses indicated they were against the idea. The other five campuses were neutral on the topic. Of the naming options listed, OneSearch was the overwhelming favorite, with 71% indicating that it would be their first choice of the four options presented. Primo proved to be the least popular of the options presented. Lastly, we asked how many libraries in the system would be likely to adopt a unified name. Of the 21 that responded to this question, 16 said they were extremely or somewhat likely to adopt the unified name. There were three that indicated they were neither likely nor unlikely, and two that were somewhat or extremely unlikely. Not surprisingly, these sentiments closely reflected the answers to the first question.","Policy Name: Resource Sharing Policy Recommendations Proposed Policies:Loan Period:Print items will be checked out for 30 days with 2 automated 30 day renewals. Media items:All CSU libraries will loan regular circulating media to other CSU libraries through Peer-to-Peer Resource Sharing. Media is checked out for 7 days from when the patron checks out the item. No renewals on media items. Overdue Fines:CSU libraries should not charge overdue fines. An overdue notice will be emailed 3 days after the due date informing the patron that a $115 replacement charge will be placed 14 days after the book was due. After 14 days the patron is billed and blocked from using library checkout. If the item is returned, the replacement fee will be removed. Loan sequence:CSU Peer-to-Peer is used before ILLiad or InnReach. Competing Needs:Items may be checked out to patrons at the owning site even if a CSU Peer-to-Peer Borrowing request has been received, but the book has yet to be removed from the shelf. Replacement Cost:A $115.00 replacement fee or an approved replacement copy will be accepted for all lost Peer-to-Peer Resource Sharing items. The $115 includes the processing fee. Replacement copies will be approved by the owning library. Holds and Recalls:We recommend all CSU libraries stop placing holds and recalls on checked out items. If an item is currently checked out the patron should be encouraged to place a Resource Sharing request. Library staff may still place holds. Course Reserves:Books and other original source material may not be requested for course reserves by another library. Visiting Patron:We recommend that all campuses participate in Visiting Patron with data sharing between campuses. This can be minimal: patron name, email address, barcode, and address. The patron’s account can only be accessed by the patron barcode for the first time . They must have their campus I.D. and picture I.D. with address information. Any student, staff, or faculty member from a member institution has the ability to borrow materials at any other member institution through Ex Libris’ “Fulfillment Network.” Campus-to-Campus reimbursement for lost books:Currently, CSU libraries do not recover money for lost books from each other, even when the patron has paid for the item. A policy was created by the Chancellor’s Office in 1985 and updated in 1992. It stated that there should be no transfer of funds between CSU libraries. Consequently, the policy says that if a patron from campus A borrows a book through ILL from campus B, campus B determines the replacement cost, but that cost is collected and retained by the patron’s library, campus A.
